CHENEY SEEMS TO BE THE COMMON DENOMINATOR: Four members of the Vice President’s staff — “Scooter” Libby, John Hannah, Mary Matalin, and Catherine Martin — have either been implicated in the leak or testified before the grand jury. In addition, Stephen Hadley worked under Cheney at the Defense Department and is considered by some to be his “eyes and ears” on the NSC staff.

CHENEY AND LIBBY PRESSURED CIA ON URANIUM: Cheney and Libby visited the CIA headquarters to engage the CIA analysts directly on this issue of uranium acquisition in Africa, “creating an environment in which some analysts felt they were being pressured to make their assessments fit with the Bush administration’s policy objectives.”

Dick Cheney Has Long Planned To Loot Iraqi Oil

As this week's Feature highlights, Vice President Dick Cheney has been
plotting the conquest of Iraq since he was Secretary of Defense in President
George H.W. Bush's Administration—a plan then considered insane aggression.
Moreover, on July 17, 2003, Judicial Watch announced that Cheney's Energy
Task Force had developed a map of Iraq dated March 2001, as well as maps of
the neighboring United Arab Emirates (U.A.E.) and Saudi Arabia, which show
that Cheney knew precisely how much the conquest of Iraq would be worth.

The map, which shows oilfields, pipelines, tanker terminals, and refineries,
includes eight "blocks" for exploration near the border with Saudi Arabia.
Iraq has been proven to have the second-highest amount of oil reserves of
any nation in the world, next to Saudi Arabia. And, this is without
exploration of the eight blocks near the Saudi border—a vast area that is at
least one-third of the country—which could make Iraq number one in terms of
proven reserves. Alphabetically, from Japan to Vietnam, there is attached to
the map a list of "Foreign Suitors" for oil deals with Saddam Hussein's
Iraq—deals that the Coalition Provisional Authority (CPA) has indicated are
now off.

A Pipe Dream?

Before returning to the significance of the maps for lining Vice President
Cheney's pockets: EIR has learned that the the U.S. Export-Import Bank is
circulating a plan that calls for securitizing future oil revenues from Iraq
in order to pay for reconstruction contracts. What is known about this from
the Ex-Im Bank plan, and from a July 13 article in the Observer of London,
entitled "Outrage at U.S. Plan To Mortgage Iraqi Oil," is that the Ex-Im
Bank is proposing to raise loans from private banks to pay for
reconstruction contracts, to be repaid by revenues from future Iraqi oil
sales. It is argued that this would take pressure off the deficit-ridden
U.S. budget to pay reconstruction costs.

The Ex-Im Bank has been working on behalf of the corporate lobbying group
known as the Coalition for Employment Through Exports, among whose most
important participants are Halliburton Oil Co. and Bechtel.

NEW YORK (CNN/Money) - Shares of Halliburton fell Wednesday after the company said the Securities and Exchange Commission was investigating an accounting practice introduced at the company at the time it was run by Vice President Dick Cheney.

Shares of Halliburton (HAL: down $0.74 to $18.61, Research, Estimates) were off about 4 percent in early afternoon trading.

The oil field drilling company said after the market close Tuesday that the investigation apparently involves a change in the way it accounted for contracts after a merger with Dresser Industries. Cheney served as CEO of Halliburton from 1995 until he was named to the Republican national ticket in July 2000.

After the 1998 merger the company began recognizing as revenue and accounts receivable the amount of money it expected to be collectible from customers for changes or cost overruns that occurred during the course of completing contracts. Details of the change in accounting procedures at Halliburton were highlighted in an article in the New York Times last week. The Halliburton statement said it believes the article prompted the probe.

WASHINGTON, Sept. 20 (HalliburtonWatch.org) -- Since the beginning of the Iraq war, Halliburton, the Texas energy giant once headed by Vice President Dick Cheney, has seen its stock price more than triple in value. When the U.S invaded Iraq in March of 2003, Halliburton's stock was selling for $20 per share. The stock price at the close of market activity on Monday was $66.

In the last 12 months, the total number of U.S. service members killed in Iraq almost doubled as Halliburton's stock doubled. Halliburton's stock rose from $33 per share in September 2004 to $66 yesterday while U.S. deaths in Iraq increased from 1,061 to almost 1900.

Despite his reputation as a moderate, Dick Cheney is in reality one of the most conservative political figures of the modern era of American politics. During his Congressional career as Wyoming's member of the House of Representatives in the 1980s, Cheney's conservative votes included staunch support for aid to the Contras, opposition to abortion even in cases of rape or incest, and opposition to common sense gun safety measures such as a ban on "cop killer" bullets.

His record as a moderate stems largely from his tenure as George Bush's Secretary of Defense, when he presided over significant cutbacks in US troops and opposed several unnecessary weapons programs. But as Lawrence J. Korb of the Council on Foreign Relations has pointed out, Cheney's image as a "budget cutter" is vastly overrated. Clearly, the defense industry has harbored no grudges; his wife has served for years on the board of Lockheed Martin (for which service she is compensated $120,000 a year).

Other contributors involved in meetings with the Energy Task Force members
include: Bechtel, which gave a total of $645,640, of which $469,690 went to
Republicans and $176,950 to Democrats; and, Halliburton, which had a total
of $480,188 in contributions, of which $463,288 went to Republicans and
$15,900 to Democrats. While these contributions appear to be perfectly
legal, it is likely—as the keys to the maps and subsequent developments
contracts in Iraq with Bechtel and Halliburton show—that there was
influence-peddling involved. In fact, the Vice President knows his deferred
payments depend on performance. So, not only did he plan the invasion of
Iraq when he was Defense Secretary, but through his Energy Task Force, he
appears to have tried to calculate, to the penny, what war would bring for
himself and his corporate cronies.

22. Lawsuit seeks to uncover secret Energy Group meetings

On June 24, in Cheney v. U.S. District Court, the Supreme Court gave Vice President Dick Cheney only a partial victory in the suit that seeks to learn how his National Energy Policy Development Group developed its recommendations. The plaintiffs in the suit suspect that -- and want to find out whether -- there was extensive involvement and improper influence by private industry in what was supposed to be a government group. They note that the Group's recommendations had a decidedly pro-energy slant.

Cheney wanted the suit to be dismissed. Instead, the court sent the case back to the U.S. Court of Appeals for the D.C. Circuit for further adjudication.

The core issue in this case is whether the Federal Advisory Committee Act of 1972 (FACA) applies to the National Energy Policy Development Group. If so, then the Group's proceedings must be revealed. Cheney's position is that FACA does not apply, by its own terms, since the president appointed only federal officials to serve on the panel.

But the plaintiffs in the case -- Judicial Watch and the Sierra Club -- argue that in fact, it's not true that only federal officials served on the panel. To the contrary, they say, a number of energy industry lobbyists (such as Enron's Ken Lay) were so deeply involved in the work of the Group, they were effectively members. And the D.C. Circuit ruled in 1993, in Association of Physicians & Surgeons v. Clinton, that in such a situation, FACA does apply....

The plaintiffs had served discovery requests -- principally requests for documents, and written interrogatories - on Cheney. Cheney refused to respond. He also refused to invoke executive privilege. Thus, were it not for his decision to seek Supreme Court review, he would have had to either invoke executive privilege, or produce documents and respond to the interrogatories. On this issue, the Supreme Court sided with Cheney...

The D.C. Circuit has also noted, in one of the few FACA cases, that "he very reason that presidential communications deserve special protection, namely the President's unique powers and profound responsibilities, is simultaneously the very reason why securing as much public knowledge of presidential action as is consistent with the needs of governing is of paramount importance."

In short, it is not clear what will happen -- and much depends on what the D.C. Circuit does. Still, I remain hopeful that the underlying lawsuits in Cheney v. District Court will open the records of the National Energy Policy Development Group.

That is the right result legally and constitutionally -- and the right outcome for our democracy. We deserve to know if private interests are unduly influencing purportedly governmental bodies."

29. Dick Cheney's Covert Action

Despite repeated attempts by the Italian intelligence service to help us cook the books, the senior CIA intelligence analysts resisted the administration’s effort to sell the bogus notion that Iraq was trying to buy uranium in Niger. Even in the much-maligned October 2002 National Intelligence Estimate, the entire intelligence community remained split on the reliability of the Iraq/Niger claim. During briefings subsequent to the publication of the NIE, senior CIA officials repeatedly debunked the claim that Iraq was trying to buy uranium. They also dismissed as unreliable reports from Great Britain, which also were derived from the faulty Italian intelligence reports.

It is now clear that Italy’s intelligence service, SISME, had a hand in producing the forged documents delivered to the U.S. Embassy in Rome in early October 2003 that purported to show a deal with Niger to buy uranium. Many in the intelligence community are convinced that a prominent neocon with longstanding ties to SISME played a role in the forgery. The truth of that proposition remains to be proven. This much is certain: Either SISME or someone with ties to SISME helped forge and circulate those documents, which some tried to use to bolster the case to go to war with Iraq.

No one's ever seriously questioned Vice President Dick Cheney's ethics when he was chief executive of Halliburton, the very same oil-field services company that's currently embroiled in a scandal with the Pentagon due to its questionable accounting practices related to its work in war-torn Iraq.

It's a strange phenomenon that Cheney hasn't been put on the docks especially when there are reams of documents in the public domain showing how Cheney cooked the books when he was CEO of Halliburton
