8. Rove thinks he can get out of anything. He won't deal.
His ego is too big for that. He also knows a pardon awaits in 2008 if by some chance the Republican Appeals Court doesn't throw out any convictions.

His chances of doing time are almost zero as it is. So why deal?

9. Like duh.
My guess is that both Libby and Rove have ratted each other out in exchange for a limit on their potential jail time. Neither of these vile clown-shitheads is up for doing any real time in the slammer.

Also, I'm sure the ratting is running like wet shit down the chain of command with every culpable underling lining up to play lets make a deal. Fitz has got to be having nothing but fun right now. But he still has the puzzle over the constitutional offices, what's he gonna do 'bout dick and dimwit?

10. I had to vote " I dunno." I think Rove made some kinda deal, but
he may not have directly implicated anyone above him. He may have just helped Fitz turn the screw on someone else at a relatively low level (Libby?), who in turn will point his finger up. That is, Rove may have only been useful at a secondary level.
