the Louisiana Recovery Authority by LA Governor Kathleen Blanco. Its comprised of Louisiana residents charged with making a master plan to get Louisiana up and running after the Hurricane. I think she'll do good at that job, but not the presidency. However, thanks to conservatives, the bar has been set extremely low relative to the qualifications necessary to occupy the white house.
