The "Powell showed memo to Bush/Cheney" flap - what am I missing?

Everyone seems to be de-bunking this due to the fact that the President and Vice-President never travel together, and hence could not have been on the plane.

However, nowhere in any of this do I see Powell "claiming" that he showed it to Bush and Cheney at the same time.

Is this an important "omit'? Could Powell have shown them this memo at different times?

Is this a viable scenario, or am I dreaming...

are never to fly on the same airplane at the same time for security reasons.

And probably do not travel at the same time. That's been the rigour for some time now.

They could of been there all-together on the TARMAC of Andrews (or other location) holding a meeting prior to AF1 flying out.
