A restraining order from Congress prohibiting military action against any
other countries. Now, I don't know if this can be done. Clearly this administration is on the fast track to Syria. What can be done to stop any more wars of aggression against targets predetermined years ago by these psychos?

1. Congress can only impeach or control the budget. Bush has a veto

proof position on any law Congress might pass that limits his power.

2. The way I see it
we need to put a restraining order on each and every action this evil empire tries to do, up to and including waking up in the morning!

3. VietNam actually ended because

Congress quit funding it, didn't it? And it was the whole reason for Iran-Contra, too, if I remember correctly. Congress wouldn't fund the Contras, so the proto-neocons of Raygun sold arms to Iran to pay for their war.
One of the reasons Congress holds the power of the purse is to exercise a check upon the executive branch. This is a really interesting subject in itself (well, to me anyway), read Senator Robert Byrd, it's one of the committees he's always been on; and he is, as usual, quite eloguent on the subject.
But, the short version is that if Congress would cut off frat boy's credit, he wouldn't be able to play warrior all over the globe, and he'd have to get his toys and come home...

Another reason to take Congress in '06.

4. I don't have any confidence
that if congress stopped funding iraq that the war would end. shrubco would just find some illegal means of getting money or he would just abandon our troops with what resources they already have. "No bullets? You still have them there bayonets don't ya? Democracy on the march screamed the AWOL chimp!!!"

5. Congress granted the authority
Presumably with enough political will Congress can rescind that authority.

6. There was also a citizen's veto
Granted by the second amendment, intended to keep all men humble,
that if a citizen would put their life on the line to veto, then
its time for new government, or at least time for a new politician
to replace the one who fell to earth.

These men are criminals, due process should be enough to take them
down, or there is not a prayer of hope that the system can deliver
justice for anyone else, anywhere in the world. Taking bush down
to justice is core.
