Update to “no army, then no yearbook photo”
Email response from Florida Edu Bureau Chief as a result of my complaint to them regarding “no army, no yearbook photo.” Original DU post can be found

Dear Mr. ******
Commissioner of Education John Winn has asked our office to respond to
your request for more information in regards to "Access to High School Students and
Information on Students by Military Recruiters" as mentioned in the No Child Left
Behind (NCLB) Act of 2001.
The requirements of No Child Left Behind have been established
by the U.S. Congress.
