4. Yes. Capital rules and it has no morality.
Consider the importance of capital flow to the world's banking systems. Liquid capital is everything, without which the banking systems would freeze up. A lot of that capital flow is drug money and stopping the flow would cause major problems.

So capital rules even if it is amoral...or immoral depending on one's perspective. We have siezed a tiger by the tail and we can't let it go.
