If you go to Fitz's website,
and right click, and select "view page info", it says it expires Wednesday, October 26, 2005 2:59:11 AM.

Any significance to that?

1. It probably means that's when they plan to update it.
But who knows?

7. If we could resolve the url to an IP
we might be able to query the databases and find out. However, Fitz's site doesn't seem to resolve to an IP. The USDOJ top level domain returns a whole netblock so it would mean guesswork, and a lot of queries, to identify which IP has been allocated to Fitz's website.

8. There's an HTML tag for the expiration date, that's probably
what's being picked up. Doesn't mean anything necessarily, except to whoever programmed it.
