Word is the leaker is somebody other than Rove or Libby, but is somebody outside the WH below the level of Rove/Libby.
I'd put my money on Bolton.

do they mean that the individual is outside the WH now? Or, do they mean not associated with the WH. I presume the latter.
If it's the former, I agree with you that it could be Fleischer. Certainly he'd fit the rest of the criteria.
