I wonder if this has anything to do with Bush being angry at Rove for the Plame involvement.

I've been wondering about this picture for months now! And have thought the same thing - this picture right before the election - Rove knew he was toast. Looks like to me he's crying and looking like he's having a 2 year old's tantrum!

6. I read on the internets (DU) that this photo around time of RoveGrand Jury

appearance. speculated that Rove's joke about being thrown under the bus by bush. Sorry cant find thread. too lazy to google image and date of rove appearance. just have my fuzzy memory.

7. Knowing Roves arrogance

I'd say it's about Rove saying to Bush "You may be the President but I'm in charge of where and when this plane goes." regarding the campaign strategy. That was my interpretation.
