Does plea bargaining connect to last minute FBI interviews?

Does plea bargaining connect to last minute FBI interviews?
Yesterday, I posted that it was odd, at this late date, for Fitz, to be interviewing neighbors about if they knew Plame was a CIA agent. Seemingly something that would have been done early on, before neighbors moved away?

Today, it is uncovered that plea negotiations are going on.

My question is, is it possible that those involved have their attorneys arguing with Fitz, saying "This indictment is crazy, everyone knew she worked for the CIA" And therefore, Fitz sent the FBI out to see if the neighbors knew?

Is that a common practice during plea bargaining? That the attorneys have an opportunity to debate with the prosecutor the validity of the charges?
