Like any good prosecution of a criminal cabal, Fitzgerald may indict some low-level family members in hope of flipping them into becoming witnesses against more highly placed members of the crime family.

So, it would not surprise me if some indictments for unrecognizable names are issued today. He may have enough goods on Libby for an indictment, but, may need some solid witnesses to get at the heart of this criminal enterprise.
