The probe continues and Chimp and Crashcart could be implicated. Bush pardoning at this time would be a monumental abuse of power and an obstruction of justice. Impeachment would follow very quickly on that basis. Mainstream Republicans would have to go along with it.
A White House cannot be allowed to use the pardon power to avoid accountability for their own crimes otherwise we would have a White House with no checks and balances on criminal activity of any sort. In this situation, it would then be up to Congress to supply the corrective action of impeachment and removal from office.
Arguing that the Repugs won't impeach is irrelevant. If the WH got away with such a thing there would be Hell to pay for all of us.
