I immediately starting looking up how many Under Secretaries of State *exist* and who they were at the time. Didn't get far, nothing on Wikipedia. But certainly John Bolton was an Under Secretary of State at the time, and his repeated visits to Judith Miller while she was in jail makes him a likely culprit.
