In this case, what government branch is charged with arresting people if they this kind of indictment? Will Libby have to get his photo taken? If so, which police district?
I have a theory that will put a new wrinkle on Libby's situation, but I don't know where to find this information.

The special prosecutor could seek arrest warrant from court if needed. I'm not sure that is likely scenario in this case.

No, I'm not an attorney, but there really couldn't be any other Dept.

I'm doing some research first, but I need to know which government department is arresting Scooter.
If my theory holds, the Daily Show is going to have a weeks worth of material.

will be issued for him to appear at an arraignment, unlikely an arrest warrant would be issued. He would be "booked" by the United States Marshall Service for the DC district court, generally on the date of his initial court appearance. One can assume that he will be released on his own recognizance or will have has posted bail at that time.
