the second grand jury is convened, and we might see a conspiracy charge later.

4. I Think Rove's Lawyer Just Bought a Stay of Execution
by "reinterpreting" some of Rove's Grand Jury testimony to make the perjury charge ambiguous. Rather than go forward with an inconclusive case, Fitzgerald omitted the indictment from today's announcement.
