The media hasn't asked that question, which leads me to believe, with all their blather, opining, etc., it's probably so.

So you could consider it a matter of degree whether he was or is CIA or not.
Is The President of the U.S. in the CIA? Not officially, but then again, he does not need to be (arguably). They are supposed to exist to serve his and the countries interest (although many would argue they often serve neither purpose).
Valerie Plame was supposedly a private citizen who worked in a private company. So it's actually revelatory if she was a CIA agent.

They weren't powerful enough to blow the lid on this in the middle of an election.

He had sources in the State Dept. & CIA who told him about Valerie Plame. Wouldn't they have told him if Joe Wilson was also in the CIA? It seems plausible, but you'd think Rove/Libby would have also been out spreading that info if it were true.
