She was employed to keep rogue weapons from entering the US, and detonating within the country.
After hearing him talk, I have to wonder if the Bush administration outted her as a means of increasing the chances that a terrorist attack WOULD occur. Another trifecta- get back at Wilson, stop the outting of Brewster and Jennings, and have the terrorist attacks they so needed to increase their legitimacy.
It's probably wild thinking, and not original at that.

He laid it all out in great detail and nailed them to the wall.
He said they have been calling him a communist liberal sympathizer. Wilson said that Rove should not be allowed to resign -- that he should be fired!!!
He is supposed to be on a special edition of "The Situation Room", with Wolf Blitzer on CNN at 7:00 p.m. tonight.
