Description

The United States Agency for International Development is seeking applications for an Assistance Agreement from qualified sources to design and implement a social and economic stabilization program impacting ten Strategic Cities, identified by the United States Government as critical to the defeat of the Insurgency in Iraq. The number of Strategic Cities may expand or contract over time. USAID plans to provide approximately $1,020,000,000 over two years to meet the objectives of the Program. An additional option year may be considered amounting to $300 million at the discretion of USAID. Funds are not yet available for this program.

Those "qualified sources" are the ones that got us in this mess.

You think President Carter might have a few words about this mess? Did anyone ask him his advice? I'll bet he would make a few good suggestions for free.

6. Sounds like Green Zone Franchises - an "enclave" plan that was mentioned
here yesterday (citing a British Colonial response to its Malay uprising)...militarily secured enclaves (cities of "strategic importance") would be the beneficiaries of billions in reconstruction money, apparently in the hope of defusing the insurgency with a checkerboard of secure cities, having running water, electricity, functioning oil production, etc.

I trust USAID about as far as I can throw them and given the track record of US subcontractors in Iraq to date - the graft, the theft and the thuggery - this think-tank plan seems ripe for misuse and failure.

The grants remain unfunded. I hope they get a good long look in the House and Senate....

the UN, they are going to end up stabilizing Iraq anyway. We could get out of there faster.
