Bush is learning and teaching a hard lesson

He has solidly demonstrated a key principle of government and law:

A law cannot be enforced if it is not recognized, and a government cannot govern if the people it rules over do not recognize it, or barring lack of recognition, the government lacks to force to enforce its will.

The Iraqi Governing Council is a good example of a government that lacks recognition. The Iraqi people are not recognizing the council, the capitalists in the country are not, thus the laws and edicts of the council hold no weight in the country. Because of the nature of how the council was set up, the people of Iraq do not recognize it.

By the same token, Bush has shown how fragile international law is by openly flouting it. He has also learned, however, that by doing so he cannot expect international law to help him because he has ignored it. While he may not understand what is happening, it is a good example of the most key principle of any government and any law:

If the law or government is not recognized and cannot be enforeced, then it can do nothing.
