I can tell you that it is a choice left up to the parents and is no longer routine procedure, for the most part.
I witnessed one circ in the newborn nursery as a student nurse. It bothers me to this day. This was obviously a painful procedure for the infant who was strapped into a plastic form to keep him from moving. He screamed bloody murder (with good reason). He eventually passed out (from the pain I assume). It was barbaric in my eyes, although was not my choice nor my place to say anything about it. I did ask the doctor about pain meds for the baby. He ignored me until after the procedure. Almost as an after thought He said 'give him some tylenol'.
The health reasons for having this done don't exists any more (ie we have access to soap and water daily). The only other reasons to have this done are religeous or cosmetic. It is the parents' choice. If you opt to have this done to a son, you may want to discuss pain medication. I never bought the whole 'he'll never remember being in pain' argument for not giving pain relief to an infant.
