Meaning he can understand some of what you say to him in English, but he can't respond in English well. (Not an uncommon scenario)

It is my understanding that American soldiers on this type of high-stakes mission are almost always accompanied by local Iraqi interpreters who can speak and understand Iraqi languages and dialects.

I used to hear him speak English on Italian T.V. when I lived there..

Also, please note you will never hear this on American T.V. It's controlled, they don't want Americans to soften on a guy just because he speaks a little English. Why do you think the Europeans hate our asses so much?

"baseball been berry berry good to me". Its an inside joke Tarik Aziz did on him to crack up the staff when he got loaded and started yelling at the TV when Bush was on or had english speaking dignitaries over. Also "to the moon Alice".
