Need a reference...
... which a few Google searches are not providing. I'm looking for the name of the Congressman who said, in effect, that America wasn't wealthy enough to provide the same social programs as could countries in Europe for their citizens, and, if possible, the date and context.

Think this was said in the last eighteen months or so, if that's any help.
