The manifesto, presented as a "manual for victory" in the war on terror, also calls for Saudi Arabia and France to be treated not as allies but as rivals and possibly enemies.

The manifesto is contained in a new book by Richard Perle, a Pentagon adviser and "intellectual guru" of the hardline neo-conservative movement, and David Frum, a former Bush speechwriter. They give warning of a faltering of the "will to win" in Washington.

The book demands that any talks with North Korea require the complete and immediate abandonment of its nuclear programme. As North Korea will probably refuse such terms, the book urges a Cuba-style military blockade and overt preparations for war, including the rapid pullback of US forces from the inter-Korean border so that they move out of range of North Korean artillery. Such steps, with luck, will prompt China to oust its nominal ally, Kim Jong-il, and install a saner regime in North Korea, the authors write.

The book calls for tough action against France and its dreams of offsetting US power. "We should force European governments to choose between Paris and Washington," it states. Britain's independence from Europe should be preserved, perhaps with open access for British arms to American defence markets.

1. YES! Praise God! Let's go to war with France!

Wars in Europe are far more romantic than wars in the deserts and the jungles, for sure. If only there weren't so many white folks in Europe, because it does make one a little regretful when they get maimed, mangled, or destroyed. But I guess France does have a lot of Islams, and some of the French themselves are rather dark and oily looking, like Italians or Corsicans or something. Plus we all know their military record against the militaristic Anglo-Saxon and German peoples has been markedly unfortunate, and what is America if not the greatest and most militant Anglo-Saxon nation of them all?

On a personal note, I was in the south of France (Bordeaux) about ten years ago. While walking around the city one gloomy, dark, rainy day in spring I noticed simple little plaques on some of the buildings commemorating the names and death dates of people who were "killed on this spot by the Gestapo" or "shot here by the Germans". As a person of French descent it was a distinctly moving and emotional experience, and the feelings it bred in me were not kindly toward Germany or the Germans, even though the events themselves were long past.

(Lest anyone complain, I know it is not entirely fair to blame a people for the crimes of its occupying armies; but emotion argues differently from the head, and for all but a few people emotion tends to be a very powerful persuader.)

I am ashamed and disgusted to think that one day there could be plaques in Afghanistan, Iraq, Colombia, and God knows where else to memorialize for all time the crimes of the American armed forces.

I don't mind them killing terrorists. I'd be thrilled if the US army killed them all. Some human life is not sacred. But we all know damn well it's not that clean, no matter what stories we get fed about having high-tech equipment and the best-trained soldiers ever.

The Saddam loyalists in Iraq haven't even made a dent in the US reserve of draftable poor.
