"The White House today backed down from their opposition to National Security Advisor Rice testifying at the 9/11 Comission next month. However, a spokesperson did confirm that, in order to keep everything "constitutionally above board", Ms Rice would be granted "wide-ranging emergency lying powers."...

The reason for the turn-around is not clear, but is thought to relate to some recent opinion polls, described by one ashen-faced senior Republican Party official as "Really fucking scary." However, the White House did confirm that the constitutional issues regarding separation of powers had not gone away, and hence it was forced to grant the Security Advisor a selection of emergency powers, including a special dispensation to "lie, obfuscate, mislead, deceive and if necessary thieve," if her constitutional position were threatened."
