a couple of days later they start digging it up again to fix some sewers or pipes?
You would think the city would fix the pipes first...don't you think?
Does this happen just in my city?

Now they try to get the work done first and coordinate the various companies before repaving. Big improvement.

At my last house/street. The water pressure was pretty bad (old pipes: clogging, leaks). So the city rips up the street and puts in a new water main, and does a bang up job repaving...new granite curbing and all. A skateboarders heaven.
The only problem was, the connecting pipes going to each of the houses was just as old, and just as clogged as the main. So within a few months there were 4ft x 8 ft patches of ashphalt where people had new local lines run to their houses. And since that was in NY, within a year or two the patches were all torn up from snow plows.
What a waste. But, at least you could take a shower.

A main street - several miles running through 3 or 4 east side 'burbs - was repaved at great expense, and it took 3 years. 2 years later they tore it up to redo the water main and when they patched it back up it was almost as bumpy and fucked as it was before the repairs. I couldn't believe they didn't just do the main first - they knew it was coming.
