That's like saying that India or Albania are part of the Arab world. It's an easy mistake to make, though, and many do make it. But culturally and linguisticly, the Iranians are distinct from the Arabs.

The Persians were actually the first nation to practice a monothiestic religion-- Zoroastrianism, which was plagiarized by Jewish scholars in Babylon when they were composing the pentateuch.

The Arabs, by comparison, only became "cultured" by the time of prophet Muhammad-- at least 1,000 years after the Persians had reached their cultural peak.
