Smoking is very expensive in that city along with other major cities and urban areas. Delaware's reputation for cheap booze is now expanding to cheap cigerettes. I'll see out-of-state cars at my local mini-market (which is near the Delaware Memorial Bridge) buying cigerettes galore

and the $4 off coupons make it an even better deal at the tobacco stores. Definitely makes it worth the tolls when a carton in NJ is 45 bucks.
Pennsylvania is almost as good, and has the same tobacco stores off the interstates just over the Delaware River.
Noname brands for as little as $15 a carton (and worth every penny of it)
