This cooking term isn't in my dictionary: "steep"
I found a recipe for homemade ginger ale and it says to "steep" the ginger root in 2 quarts of water for 2 hours. Does this mean hot or boiling water, or just water straight from the tap?
I can find out how many cups in a quart myself, I think.

steping is done with boiling water (tea). I would use very hot water myself.

According to Food Network:
Steep
Definition: To soak dry ingredients such as tea leaves, ground coffee, herbs, spices, etc. in liquid (usually hot) until the flavor is infused into the liquid. See also infusion.
