Millions do drugs, very few have anything worthwhile to add to the artistic scene. Doing drugs augments an artist, but it doesn't necessarily increase his abilities--it gives him something new to experience and apply those abilities to. Just my opinion, of course.
Toking *while* writing works better for words that can be tossed off like pop lyrics--precise use of language isn't really all there when you're zonked. But as I said before, drugs can help you expand your experiences, and that can help one's writing to some extent.

i dont know, i've read some terrible crap conceived by people in altered states. and tthese people wrote better music, verses, what-have-you when sober. perhaps they were just exceptional.
