Name a largest city in population that isn't a capital of a country

I'll start with New York City. Largest in the U.S., but Washington D.C. is the capital.

however, Jerusalem is not recognised as the capital of Israel by any other nation,due to the fact that Israel's claim to East Jerusalem is in dispute.

45. Not officially.
Otheriwse the US Embassy would be in Jerusalem, and not Tel Aviv. Jerusalem is recognised as the de facto capital of Israel. Which is not the same thing as being recognised as the official capital of Israel.

46. The US Embassy is Moving to Jerusalem
Congress appropriated monies to move the Embassy, orderered the State Department to move it, and the State Department has so far not done so. But they will, eventually.

47. Thank AIPAC for that. A way for Israel to unilaterally exercise
sovereignty over the enire city (moving the Embassy is bascially the US giving Israel the thumbs up to lay claim to the entire city).
