Short skirts stir "animal instincts"
MOSCOW (Reuters) - A Russian regional government has told its women employees to stop wearing short skirts and tone down their make-up because they were arousing their male colleagues' "animal instincts".

The ruling by Oleg Shlyk, deputy governor of Kaliningrad on Russia's Baltic coast, has stirred indignation among many in the enclave -- including its menfolk.

"Of course, a woman must attract a man's attention, but not so much as to overstep norms and arouse not business-like but only animal instincts," Shlyk told the NTV television network.

An NTV commentator said Shlyk's ruling meant that women in Kaliningrad administration headquarters would have to forsake short skirts in favour of business-suits, shun outlandish jewellery and wear only modest make-up.

3. This is ENTIRELY unscientific.
What is needed here is a well funded study of the effects of various length skirts on the male of the species.

I volunteer to run the program.

20. It wouldn't BE a "sex thread"
unless the research bears out the way the russians assumed.

I prefer not to make assumptions until all research is concluded.

Yuri Matochkin, a deputy in the regional parliament, indignantly said the ruling brought shame on Shlyk himself.


"If this distracts him, then he has chosen the wrong job and if he cannot control himself to direct his energy correctly he ought to change his job," Matochkin said.

I've always wondered at this logic when it's used to keep women covered up and secluded. If men can't control their animal instincts, if they're such slaves to their hormones, then why aren't they the ones who are locked up at home? They obviously aren't safef to have on the streets.

11. I've found that other women complain more than the men
I've seen it a few times in big offices - a young woman with a nice figure gets a job in the department and consistently wears something, um, decidedly less conservative than the other women in the office, the guys obviously notice and start paying attention to said young woman. The other women in the office complain to the manager that the young woman is dressed inappropriately, and said manager talks to the young woman and she starts dressing more conservatively...

Went to a private school where skirts were banned outright. Apparently any amount of leg was deemed to be distracting.
