If no well possible for potable water, then reverse osmosis from sea water. Composting toilets. Where there's a will, there's a way.

power and water shouldn't be too big of an issue. Lots of people have successful teraformed these islands to live on. Check out this island in French Polynesia. http://www.vladi-private-islands.de/sales_islands/sites/09_tetar.html

Not quite tropical, it's in Lake of the Woods, Ontario, but you are quite right. We are surrounded by potable water, don't have electricity but have the composting toilet. We have a propane tank which runs the refridge, oven, hot water heater and light fixtures.
I have investigated solar/wind electrical power and for about 15K you can power a house with battery/gas generator backup.
However, my preference is no tee-vee, who needs electricity unless you're there year round? No phone either, obviously, cept they put in a cell tower 2 years ago. Really ruins the experience of "getting away" from it all.
