For a full 20 seconds W. appears ready to pass out or as though someone pressed the pause button, during which time he is "thinking": "Zat . . . . weather . . . . coffee buzz . . . D-Day . . . miss Barney like hell . . . allies . . . France . . . Reagan croaked . . . wish Laura'd lay off the candy . . . my Dad gets tired a lot. . .. Europe . . . the Channel . . . sun's getting hot . . . gotta say something . . . sometime . . ."

3. He really must have a medical problem we don't know about yet
The bicycle, having a cadet keep him from falling over, the bizzare out of place looks at meetings with foreign leaders. I know he always looked goofy and is easy to make fun of, but doesn't it seem like something else is going on here? Maybe the pressure is just getting to him and he's losing it, or they have him on something major.

then slapping me till my head is ringing. I don't think it's so 'pathetically stupid' to privatize all the military cemetaries. That way somebody could charge rent and then they'd pay taxes to the government unless they could find a way not to, and that's gotta be good for business. So it's win win win, the way I see it. . . . Heck, I've kept them waiting long enough. Now I'm going to tell them my great idea!"
