Novice here on using FCE...so walk me through it if you can...How do you put text over the video?

Go to the "Browser" window, then click the "Effects" tab. Double click on the folder that says "Video Generators". Look for the rainbow colored icon called "Title 3D". Double click on that. It should open up a window that allows you to edit the text of the title (go ahead and type the name of your title in).
Close that window, and it will ask you if you want to save changes. Say yes.
In the "Viewer" window (the window where you preview footage), you'll see your title on top of a checkerboard background.
If you want the title to appear over a black background, just go ahead and drop it in the timeline like you would normal footage. If you want the title to appear over footage, open the footage you want in the background in the "Canvas" window by double-clicking on the footage in the timeline, then drag the title on top of the footage in the Canvas and dragging on top of "Superimpose".
