Ths is my honest observation after 11 years of college teaching. The students who had no academic abilities or interests and were in college simply because it can serve as a holding pen for four years were almost always business majors.

Teaching Japanese, I got a lot of business majors in class, and only about two or three per year were very bright.

My quintessential proto-freeper student was a business major and football player who wore T-shirts with fundamentalist slogans on them. I busted him for cheating on exams halfway through the year.

That particular school didn't have ROTC, but when I did teach at a large state university, the proto-freepers were business majors on ROTC scholarships.
