This treatise is obviously an allegory in which George Bush realized that the "goat" symbolized terrorism coming into our "house", the United States, and the need to get rid of Saddam Hussein, the cause of terrorism in the world, according to "dad's" wishes:

But the goat did some things that made the girl's dad mad. The goat ate things. He ate cans and he ate canes. He ate pans and he ate panes. He even ate capes and caps.
