1. Meh,
From what I gather, the government official in Brazil ordered 4 government ministries to migrate to Linux by the end of the year. He said in an interview that Micro$oft propagates Windows by spreading "Fear, uncertainty, and doubt" about Linux, and also ingratiates it's product into the community by giving certain governments and cities Windows for free, so the rest of the community would follow suit. It looks like he is just promoting open-source software, not defaming Micro$uck, which does a magnificent job of shooting itself in the foot without anyones help.
