New U.S. federal guidelines on the funding of HIV-prevention groups issued by the Centers for Disease Control on June 16 require the elimination of any "sexually suggestive" or "obscene" illustrations -- such as ones showing how to put on a condom -- and demand that all such materials include information on the "lack of effectiveness of condom use."
Most of the USA's 3,800 HIV prevention organizations are dependent, at least in part, on federal as well as state or local funding. Furthermore, the ultimate say on the monitoring of content, and deciding which HIV prevention-materials actually work, has been taken away from the organizations themselves and handed back to political appointees at the state level.
It will be difficult to find out if the new "prevention lite" materials work, in any case, as the CDC also forbid questionnaires and survey materials from asking if people engage in specific unprotected sex acts.
Meanwhile, a third of all federal HIV-education money now goes to abstinence-only-till-marriage sex education programs. Given that the Republicans also oppose gay marriage, this, as LA Weekly writer Doug Ireland commented, "appears to condemn young gay men to a lifetime of chastity."
(of course, the abstinence programs are faith-based tomfoolery...)
I'd love to have a life partner. But gay men don't seem to want it either. As I'm convinced the world as we know it will cease to be in less than 10 years, having A partner would be nice... :-)
