Most county health departments do that. It is free and anonymous.
The health department where I live tests one day a week, the last I heard. They even have notices posted around the area with the phone number to call for testing.

...it can be very expensive. I had tests done before becoming monogomous w/ my SO, and it cost about 70$ for various lab fees. And I had insurance too.

Hopefully they test the blood and would report any infections to the donor. And they might earn some extra money to spend on condoms.
