Although possible against an individual, DoS attacks are usually (90%+ of the time) performed against web-servers. The purpose is to flood a web-server with so many fake requests from a program for the webpage that the server cannot handle the real requests from people. This keeps people who genuinly want to see the website from doing so. The reason this doesn't really work with people's personal computers is that most people don't host webpages. You're computer might ping back a response but the ping is a far less resource intensive operation than serving a website. So although possible against an individual it's not likely.
BTW, why do you ask whats going on?

My own web page seems to go nowhere when I try to access it, ultimately followed with an error saying it can't be displayed. Meanwhile Earthlink's main site is up, but they're probably on separate servers.
Dunno, really.
