In the EU Spain has the strongest stuff, but even the stuff sold in Germany has enough Thujon to make you crazy if drunk too often. (The use of Thujon-herbs is legal, only artificially produced Thujon is illegal). People really wanting to go van Gogh can buy "Absinth-Kits".

Edit: Yes, in some East-European counries you can still get "real" Absinth (more than 35mg Thujon/liter).
