Chuck Berry
Has both city and state.
Memphis Tennessee (Words & music by Chuck Berry) Long distance information give me Memphis, Tennessee Help me find the party trying to get in touch with me She could not leave her number but I know who placed the call My uncle took the message and he wrote it on the wall
Help me information to get in touch with my Marie She's the only one who'd phone me here from Memphis, Tennessee Her home is on the southside, high upon a ridge Just a half a mile from the Mississippi bridge
Help me information more than that I cannot add Only that I miss her and all the fun we had But we were pulled apart because her mom did not agree Tore apart our happy home in Memphis, Tennessee
The last time I saw Marie she was waving me goodbye With hurry home drops on her cheek that trickled from her eye Marie is only six years old, Information please
lyrics on edit. Try to put me through to her in Memphis, Tenn

From Randy Newman's 1972 album "Sail Away"
Actually, Ran is a town song goldmine:
"Birmingham" from "Good Old Boys"
"Baltimore" from "Little Criminals"
"Atlantic City" from "Ragtime"
"I Love L.A." and "Miami" from "Trouble in Paradise"
"New Orleans Wins the War" from "Land of Dreams"
"Gainsville" from "Faust"
"New York City" from "James and the Giant Peach"
"Back to Chicago" from "Michael"
even "Chattanooga Choo Choo" from "Babe: a Pig in the City"
It's fair to say Randy Newman rarely makes an album WITHOUT a city name in there somewhere.

Omaha Rainbow, Nebraska Widow, California Bloodlines, Mazatlan, Durango, Never Goin's Back To nashville, Kansas, Kansas Rain, and others.
He writes songs about America - there's one about JFK, one about RFK, one about Secretariat, one about the Mercury astronauts, one about Neil Armstrong, and tons & tons of Americana

EDIT: How many such CANADIAN songs? We don't really sing about our cities, at least not to the extent that we put them in the title.
Here's all I can think of:
Four Strong Winds by Neil Young ("Think I'll go out to Alberta")
Um, and except for some maritime folk tunes, that's about all I can think of. I think one of the guys in Steppenwolf's last name was Edmonton, but other than that...
