How does one "clear cookies"? Is that the same as "delete cookies"? and does "Clear History". Thanks.

Clear history removes a record of the websites that you have visited. Delete Cookies will remove the files(Cookies) that are written to you computer by some websites.

You can use the opton from the browser, or in a Windows box just look under "Documents and Settings" for your user and delete them.
I don't like to kill all my cookies because they store login data for sites I visit, so I created another username just for voting, and that one can be scrubbed at will.

I suggest you download and use something like Firefox or Mozilla as your browser. They are simple to use, secure and easily configurable to allow you to accept no cookies at all.
Note: Not all cookies are bad. As a web developer, I often use them to help retain a visitor's preferences between site visits, or to keep track of choices made in forms.

Your browsers History is a list your browser keeps of websites you've visited. It can be handy if you're trying to find a website you saw yesterday but can't remember the URL.
However, anyone can look through it to find you browsing habits. If you're worried about that clear it once in a while. Some browsers also allow you to limit how much history is kept, or clear it everytime you quit the browser.

If you really want to delete all of your cookies, you can go into your browser's cache/temporary folders and manually delete them. There is also a folder called cookies that you can clear out, except for the index file. With a Microsoft operating system, however, even this does not necessarily get rid of all cookies/cookie-related information.
You might do better getting some software that does the cleaning for you, and there are a number of them available from freeware to expensive corporate packages. These save you the hassle and the worry of doing the operation manually, but they are not all created equal, and you should shop around before paying anything.
Another option is to tell your browser to not accept cookies at all, however this often diminishes the functionality of many websites that offer "free" services, such as webmail. There is a convoluted way to allow cookies on certain trusted sites while blocking others, but I've never used it, so you'd have to figure it out yourself.

Then with your browser open in IE go to:
Tools, Internet Options, General Tab,
Under the Temporary Internet files click settings, then click view files.
This will open the "temp Internet files file.
If the files are not arranged by last accessed date, then click on the column "Last Access" to present the file contents from top to bottom in decending order from the latest to the oldest.
Note: You must have the Temp file displaying in file detail mode, if not click on the "View" botton at top and then click on the detail botton to change to the detail view of the file contents.
Once the file details are presented with the latest at the top, look at the entry names within the temp file.
The cookie entry you may want to delete should be at the top if you have just visited the site that deposited the cookie.
It may look something like this:
"cookie:administrator@myway.com" with Myway being the site name.
After cookie you wish to delete is identified, then simply right click on the entry and select "delete". Poof that entry is gone.
Its interesting viewing that Temp file to see all the things loaded into the computer by the various sites. Pictures of ads, state indicators like cookies, voting in the on-line polls, ect.
