If you look at the reaction of those getting dumped on, no one seems to be reacting to the water. Only one guy up front and to the left in the photo has turned his head back.
It could be this is a split second before everyone reacts. But, it would seem that with water already hitting someone in the head and clearly visiible to those to the right and behind the falling water that they would already be reacting.

it's not of a high school graduation, altho the building they're in front of looks like an American high school. The image is labeled "marriage". I can't imagine someone doing this to a wedding.
