How much money do you have to play with (cosmetic changes or complete overhaul)
What does your site need to accomplish?
-HR Function -Lead generation -Marketing -Community relations -Customer service -etc.
The actual text will come later. Get your company stakeholders involved. What's on HR's wish list? Marketing? So on and so on. If it's a big project, divide the wish lists into phase 1 and phase 2. Make sure that your site is scalable.
Get a champion from each department to write material for their section of the site. They should give you the basic content. It can then be edited for consistent tone and branding.
I've done a few of these projects. If you want me to take a look at your site, send me an email.
