Why are chat rooms so lousy?

I try going into chat rooms, and find these three types, almost always.

Teenage boys talking dirty (even in rooms devoted to cats)
Freeptards who only cut-and-paste RNC drivel
Trolls who want to do nothing but flame people

3. Depends upon where you go, I suppose.

I have no experience with "chat rooms" in the sense of AOL or MSN (Though I used to use the CB simulator on GEnie ages ago.

But I constantly use IRC and there are a multitude of channels with worthwhile content (staying away from the general "chat" channels, of course).
