WHY HE WOULD MAKE A GOOD REPUBLICAN: Bill Clinton hit on his wife. He's stupid. He's friends with Gerald Ford. He has a severe drinking problem (and we all know how many Republicans are secretly addicts themselves). He was a member of a super-secret society.
WHY HE WOULD MAKE A GOOD DEMOCRAT: He hates George H.W. Bush. He was Union President for a while. He somehow managed to raise an extremely intelligent daughter, even though he's a idiot. He's not really that dumb, it's just the crayon's fault. When he took the crayon out, he got really smart.
But when it comes down to it, I think Homer would probably be a swing voter. He's dumb enough to not be able to make up his mind about something really important.
