Bush will continue to kill Muslims with abandon, edging in on a rate of 2 or 3 million dead, as in Vietnam. The only effort made to stop him will be another terrorist attack on the U.S., which Bush would welcome because it provides him his second "Gulf of Tonkin," an excuse to invade Iran. We won't have the troops necessary to "accomplish" that mission without a draft, so Bush will say, "I promised I wouldn't institute a draft, but the attack on our homeland demands that I do so, to hunt down the evil doers. I'm sure you all agree."
And so it will go.
The next attack on the US would have to be so catastrophic that it would "tie up" Bush with his real life homeland emergency, preventing him from regrouping to organize and train a new army.

We will see:
A draft The privatization, and destruction of SSN Blair will lose, British troops will withdraw from Iraq NATO will disband, or become obsolete as Europe replaces the old alliance Foreign investment/trade will slow
If there is another attack on U.S. soil, we will not have the world's support, and there will be a divisive raher than unifying effect in the U.S.
Hopeful predictions:
The GOP will divide out the the Republicans from the Neocons, and disrupt a "rubber" stamp effect.
A new Minority leader from a safe seat that won't have to pretend he's a republican 50% of the time will take charge in the Senate.
