Take LAST YEARS BUDGET, and add twenty percent across the board to every item. IF that means you overbudgeted, you will look like a genius by NOT USING all the money your budget requested.
IF something unexpected pops up, your overage should cover it big time. Something unexpected ALWAYS POPS UP. CYA.
I did $2M budgets for Ross Stores and Bookstop. This worked EVERY YEAR. I looked like a freakin' genius to my boss.
NOW MY SECRET IS OUT.

Using last years budget is a good start. Watch out for events that don't happen every year - bi-annual trade shows etc. Is your company doing anything big in the coming year - launching new products etc.
Also see how your costs matched up to this year's budget. Were there any shortfalls? Anything to do with travel or transportation should be looked at, because fuel prices have been so high. You might need to adjust. If you're planning on doing a major amount of printing, check with your printer on the price of paper. It can really spike sometimes. They should be able to give you a ballpark figure that they're using.
